Bio:

Dr. León-Moreta received his BS in Economics from the Catholic University of Ecuador, his country of origin, and his Master’s and Ph.D. degrees in Public Administration and Policy from the Florida State University (with a cumulative GPA of 4.0). He is a former Fulbright Fellow and a recipient of several awards and grants, including the Ruth Cox Dissertation Award of the Florida Public Affairs Center and the FSU Dissertation Research Grant. A former practitioner, he worked for the Internal Revenue Service of Ecuador in senior positions. His areas of expertise include public finance, municipal organization, and functional responsibilities of municipal governments such as public saftey and land policy.
